(b)Qualification requirements to be met to implement government procurement policies: This procurement shall comply with government-mandated policies including (but not limited to)：
If the service provider qualifies as an SME, a Declaration Letter for SMEs compliant with the format specified in Finance and Treasury Circular No. [2020] 46 must be submitted in the response documents.
If the bidder is a welfare unit for persons with disabilities, a Declaration Letter for Disability Welfare Units compliant with the format specified in Finance and Treasury Circular No. [2017] 141 must be provided. Upon contract award, such declaration(s) will be published in the award announcement for public oversight.
False declarations will result in legal liability under Article 77(1) of the Government Procurement Law of the People's Republic of China.

2）项目负责人须具有建筑工程专业二级注册建造师资格，具备有效的安全生产考核合格证书。该项目负责人以在**市建筑建材业网站上查询为准；
3）未被列入“信用中国”网站(www.****点击查看.cn)失信被执行人名单、重大税收违法案件****点击查看政府采购网(www.****点击查看.cn)政府采购严重违法失信行为记录名单的供应商；
4）财务状况良好，具有履行合同的能力，合法合规经营，未受到法律制裁；具有良好的商业信用和行业信誉；近三年没有因违法违规行为被相关部门予以处罚或者通报的记录；
5）本项目专门面向中、小、微型企业，事业法人等各类供应商采购。(残疾人福利性单位、监狱企业视同小型、微型企业。)如供应商为中小企业，且满足《政府采购促进中小企业发展管理办法》(财库[2020]46号)规定条件的，必须如实提供《中小企业声明函》。
(c)Specific qualification requirements for this program: 1）Possesses a Grade III or higher qualification in General Contracting for Construction Engineering issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China (MOHURD).2）2) The Project Manager must possess a Class II Registered Constructor Qualification in Construction Engineering and hold a valid Safety Production Assessment Certificate. The qualification of the Project Manager shall be verified on the Shanghai Construction and Building Materials Industry Website (http://ciac.****点击查看.cn).3）3) The supplier must not be listed in any of the following:"List of Dishonored Entities" on the Credit China website (www.****点击查看.cn);"List of Parties Involved in Major Tax Violation Cases" on the Credit China website;"List of Suppliers with Serious Illegal and Dishonest Acts in Government Procurement" on the China Government Procurement Website (www.****点击查看.cn).
