(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically aimed at purchasing for small and medium-sized enterprises, and during the evaluation, no price discounts will be implemented for their products. (2) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises; (3) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement will be given to products listed in the Energy saving and Environmental Protection Product Item List published by the Ministry of Finance in document Caiku [2019] No. 18 and Caiku [2019] No. 19; (4) Purchase policy for domestic products: This project does not accept imported products.

(c)本项目的特定资格要求：（1）具有市政公用工程施工总承包三级及其以上资质，且具备有效的安全生产许可证；
（2）供应商拟派项目经理具有市政公用工程专业贰级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，该项目负责人以在**市建筑建材业网站上查询为准；
（3）本项目仅面向中小企业（含中型、小型、微型企业）采购。
（4）符合《关于对接国际高标准经贸****点击查看政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。

(c)Specific qualification requirements for this program: (1) Having a third level or higher qualification for general contracting of municipal public works construction, and possessing a valid safety production license; (2) The supplier intends to appoint a project manager with a registered construction engineer qualification of Level 2 (including higher levels) in the field of municipal public works, and a valid safety production assessment certificate. The project leader shall be based on the information available on the Shanghai Building Materials Industry website; (3) This project is only available for procurement to small and medium-sized enterprises (including medium, small, and micro enterprises). (4) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project.
