标包（一）：精细化工及原料工程项目30万吨/年**度聚乙烯装置及45万吨/年全密度聚乙烯装置内藏孔板流量变送器及一体化孔板流量变送器。数量：共27台，其中,30万吨/年**度聚乙烯装置10台;45万吨/年全密度聚乙烯装置17台。
标包（二）：精细化工及原料工程项目30万吨/年**度聚乙烯装置、1#2#50万吨/年聚丙烯装置及丁二烯抽提装置热式质量流量计。数量：共23台，其中,30万吨/年**度聚乙烯装置6台;1#50万吨/年聚丙烯装置9台;2#50万吨/年聚丙烯装置7台；丁二烯抽提装置1台。
Standard package (1) : Fine chemical and raw material engineering projects 300,000 tons/year high density polyethylene device and 450,000 tons/year full density polyethylene device with hole plate flow transmitter and integrated hole plate flow transmitter. Quantity: A total of 27 units, including 10 units of 300,000 tons/year high density polyethylene devices; 450,000 tons/year full density polyethylene device 17.
Standard package (2) : Fine chemical and raw material engineering project 300,000 tons/year high-density polyethylene device, 1#2# 500,000 tons/year polypropylene device and butadiene extraction device thermal mass flowmeter. Quantity: A total of 23 units, of which, 300,000 tons/year high density polyethylene device 6; 1# 500,000 tons/year polypropylene equipment 9 sets; 2# 500,000 tons/year polypropylene plant 7 sets; 1 butadiene extraction device.

3. 对投标人的资质要求
Qualification Requirements to Bidders
1) 投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），需提供相应证明复印件；
The bidder has a valid business license (bidder registered within territory of Peoples Republic of China)/ Incorpration Operating license document (bidder registered outside territory of Peoples Republic of China), and a copy of the corresponding certificate is required;
2） 投标人为所投产品制造商，或****点击查看集团****点击查看公司控股）或与制造商存在控股、****点击查看公司，若投标人****点击查看公司，还须出具能证明****点击查看集团****点击查看公司控股）或与制造商存在控股、参股的相关证明文件。（投标人须提供证书的扫描件）。
The bidder is the manufacturer of the products to be invested, or a sales company belonging to the same group as the manufacturer (holding by the same parent company) or holding shares with the manufacturer. If the bidder is a sales company in the above circumstances, it must also provide relevant supporting documents to prove that the bidder belongs to the same group as the manufacturer (holding by the same parent company) or has holding shares with the manufacturer. (The bidder must provide a scanned copy of the certificate).
3）标包（一）本项目不接受代理商投标；
(1) This project does not accept agent bidding;
(2) The project accepts the tender of agents;Bidding requirements for agents: one manufacturer can only entrust one agent to participate in the bidding for equipment of the same brand and same model; (must provide commitment, see Chapter IX Form of bidding documents IV-17-Letter of Commitment).
4）标包（一）：自2014年7月1日至投标文件递交截止时间前7日（以合同签订时间为准），投标人所投产品内藏孔板（一体化孔板）流量变送器在中国境内具有聚烯烃装置的供货业绩。
注：单个供货业绩合同不少于5台内藏孔板（一体化孔板）流量变送器。须提供供货业绩合同的扫描件（含双方盖章、项目名称、货物名称、供货数量、签订日期）和签字版技术协议的扫描件（应体现项目名称、装置、供货清单），未按上述要求提供或提供信息不全，则视为无效业绩。
标包（二）：自2014年7月1日至投标文件递交截止时间前7日（以合同签订时间为准），投标人所投制造商产品（热式质量流量计）在中国境内具有聚烯烃装置的供货业绩。
注：单个供货业绩合同不少于5台热式质量流量计。须提供供货业绩合同的扫描件（含双方盖章、项目名称、货物名称、供货数量、签订日期）和签字版技术协议的扫描件（应体现项目名称、装置、供货清单），未按上述要求提供或提供信息不全，则视为无效业绩。
Bid Package (1) : From July 1, 2014 to 7 days before the deadline for submission of the bid documents (subject to the signing of the contract), the bidder's bid product with embedded orifice plate (integrated orifice plate) flow transmitter has a supply record of polyolefin devices in China.
Note: A single supply performance contract shall not be less than 5 sets of internal orifice plate (integrated orifice plate) flow transmitters. The scanned copy of the delivery performance contract (including the seal of both parties, the name of the project, the name of the goods, the quantity of supply, and the date of signing) and the scanned copy of the signed version of the technical agreement (which should reflect the name of the project, the device, and the supply list) shall be provided. Failure to provide the above requirements or incomplete information shall be deemed as invalid performance.
Bid package (II): From July 1,2014 to 7 days before the deadline for submission of bid documents (subject to the time of signing the contract), the manufacturer's products (thermal mass flowmeter) invested by the bidder shall have the supply performance of polyolefin plant in China.
Note: A single supply performance contract shall not be less than 5 thermal mass flowmeters. The scanned copy of the delivery performance contract (including the seal of both parties, the name of the project, the name of the goods, the quantity of supply, and the date of signing) and the scanned copy of the signed version of the technical agreement (which should reflect the name of the project, the device, and the supply list) shall be provided. Failure to provide the above requirements or incomplete information shall be deemed as invalid performance.
