(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve a certain share, increase the proportion of small and medium-sized enterprises (SMEs) in government procurement, and support the development of SMEs: This project is specifically targeted at SME procurement. During the evaluation process, no price discounts or concessions will be applied to SME products. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; (3) Prioritize the procurement of energy-saving and environmentally friendly products: Under the same conditions in terms of technology, service, and other indicators, priority will be given to the procurement of products listed in the energy-saving and environmentally friendly product catalogues published in Ministry of Finance Cai Ku [2019] No. 18 and Ministry of Finance Cai Ku [2019] No. 19 documents. (4) Policy on purchasing domestic products: This project does not accept imported products.
(c)本项目的特定资格要求：（1）具有市政公用工程施工总承包三级及其以上资质，且具备有效的安全生产许可证；
（2）供应商拟派项目经理具有市政公用工程专业贰级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，该项目负责人以在**市建筑建材业网站上查询为准；
（3）本项目仅面向中小企业（含中型、小型、微型企业）采购。
（4）符合《关于对接国际高标准经贸****点击查看政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
(c)Specific qualification requirements for this program: (1) Possess a third-grade or higher qualification for general contracting of municipal public works construction, and have a valid safety production license; (2) The project manager proposed by the supplier shall have a registered construction engineer qualification of Grade II (or above) in municipal public works, and possess a valid safety production assessment certificate. The project leader shall be subject to inquiry on the Shanghai Construction and Building Materials Industry website; (3) This project is only open to procurement by small and medium-sized enterprises (including medium-sized, small, and micro enterprises). (4) Suppliers that comply with the provisions of Article 17 of the "Guiding Opinions on Aligning with International High-Standard Economic and Trade Rules to Promote Government Procurement Reform in Pilot Areas" (Shanghai Financial Procurement [2024] No. 12) shall not participate in the procurement activities of this project.
