3)、投标人必须具有市政公用工程施工总承包三级及以上资质；
4)、具有有效的安全生产许可证（有效期内)；
5)、拟派项目负责人：拟派项目负责人具有市政公用工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书。
6)、本项目专门面向中小企业采购。

(c)Specific qualification requirements for this program: 1) Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China 2) It has not been included in the list of dishonest judgment defaulters, parties to major tax violation cases, and records of serious illegal and untrustworthy acts in government procurement by "Credit China" (www.****点击查看.cn) and the Chinese government procurement network (www.****点击查看.cn); 3) The bidder must have the qualification of municipal public works construction general contracting level 3 or above; 4) Have a valid safety production license (within the validity period); 5) The person in charge of the proposed project: the person in charge of the proposed project has the professional qualification of a registered construction engineer of the second level or above in municipal public works, and has a valid safety production assessment certificate. 6) This project is specially for small and medium-sized enterprises to procure
