1. ****点击查看现就坦桑尼亚Kisiwa Mgao港散货码头工程项目所需的下列物料及相关服务进行公开招标。

物料名称：NFPA20消防泵及给排水泵

交 货 地：达累斯萨拉姆港，坦桑尼亚
交 货 期：2套保护套管及配套抱箍计划于技术确认后2个月内发运；NFPA20消防泵及给排水泵的设备主体计划于技术确认后5个月内发运。

供货范围：货物运至坦桑尼亚达累斯萨拉姆港的CIF价格，已包含但不限于货物的生产、检验与试验、增值税、包装、装卸、运输、保险、海运至坦桑尼亚达累斯萨拉姆港，以及投标人提供的坦桑尼亚项目现场安装指导、技术培训和售后服务等全部费用。

详细的供货及工作范围参见本招标文件第四章 物料需求一览表及技术规格。

CHINA HARBOUR ENGINEERING COMPANY LTD.(CHEC) is conducting a public bidding for the following materials and related services required for the project of DESIGN AND BUILD FOR THE DEVELOPMENT OF KISIWA MGAO PORT IN TANZANIA.

Name of Materials: NFPA 20 Fire Pumps and Water Supply Pumps

Place of Delivery: Port of Dar es Salaam, Tanzania.

Delivery Date: Two (2) sets of protective sleeves and the corresponding clamps shall be shipped within two (2) months after technical confirmation. The main equipment bodies of the NFPA 20 fire pumps and water supply and drainage pumps shall be shipped within five (5) months after technical confirmation.

Supply Requirements：The unit prices stated herein are CIF Dar es Salaam Port, Tanzania, and include, but are not limited to, all costs for manufacturing, inspection and testing, value-added tax (VAT), packing, loading, transportation, marine insurance and ocean freight to Dar es Salaam Port, Tanzania, as well as on-site installation supervision, technical training, after-sales service and all other related costs at the Project Site in Tanzania.

Refer to Chapter 4 Materials Requirements List and Technical Specifications for the detailed scope of supply.

2. 投标人资格

Bidder Qualification

2.1具有合法、有效的营业执照；

2.3不接受联合体投标；

2.4 若****点击查看公司，需提供消防泵制造商有效期内的ISO9001/GB/T19001质量体系认证证书；若****点击查看公司，需提供消防泵制造商有效期内的ISO9001/GB/T19001质量体系认证证书、ISO14001/GB/T24001环境体系认证证书、OHSA18001/IS045001/GB/T45001职业健康安全体系认证证书。

2.5 财务状况要求：提供近三年（2023年、2024年、2025年）的第三方财务审计报告或者财务报表；若公司成立不满三年，可提供成立后的第三方财务审计报告或者财务报表；

2.6若投标人为经销商或贸易商须提供消防泵制造商的有效授权；

2.7 单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加投标，否则，均按废标处理。

2.8 产品质量要求：提供消防泵和柴油机的FM/UL认证。

2.1 Possess a valid and legally effective business license.

2.2 The Bidder shall not be a market entity included in the blacklist of CCCC Group or CHEC at any level.

2.3 Joint bidding is not accepted.

2.4 If the bidder is a company located outside China, it shall provide the valid ISO9001/GB/T19001 Quality Management System Certification Certificate of the fire pump manufacturer. If the bidder is a company located within China, it shall provide the valid ISO9001/GB/T19001 Quality Management System Certification Certificate, ISO14001/GB/T24001 Environmental Management System Certification Certificate, and OHSA18001/ISO45001/GB/T45001 Occupational Health and Safety Management System Certification Certificate of the fire pump manufacturer.

2.5 Financial Requirements: The bidder shall submit third-party audited financial reports or financial statements for the three most recent fiscal years (2023, 2024, and 2025). If the company has been established for less than three years, it shall submit such reports or statements covering the period from its date of incorporation.

2.6 If the bidder is a distributor or trader, it shall provide a valid authorization from the manufacturer of the fire pump .

2.7 Any units that are under the same responsible person, or that have a direct or indirect equity holding or management relationship with one another, are not permitted to submit bids concurrently. Failure to comply with this provision shall result in the disqualification of all bids so submitted.

2.8 Product Quality Requirements：The bidder shall provide FM/UL certification for the fire pump and diesel engine.

3. 投标人可在2026年09月03日上午09:00时（坦桑时间）/ 2026年09月03日下午14:00时（**时间）标书发售截止期前，在中国交建供应链管理信息系统网上（网址：https://hwsp.****点击查看.cn/）注册账户，并获取招标文件。本次招标不收取投标保证金。

03, 2026 (Tanzania time) / 14:00 PM on Sept 03, 2026 (Beijing time), which is the deadline of the bidding documents selling. No bid security will be charged for this bidding.

4. 所有投标文件应于2026年09月09日上午05:00时（坦桑尼亚时间）/ 2026年09月04日上午10:00时（**时间）之前，在中国交建供应链管理信息系统网上（网址：https://hwsp.****点击查看.cn/）提交。无论结果如何，投标人应自行承担参与本次投标有关的所有费用。

Bids must be submitted on the Supply Chain Management System of China Communications Construction Corporation(CCCC) online (URL: https://hwsp.****点击查看.cn/） before05:00 AM on Sep 09, 2026 (Tanzania time) / 10:00 AM on Sep 09, 2026 (Beijing time)whatever the outcome, Bidders shall bear all expenses related to participating in this bidding.

5. 为协助审查、评价和比较投标及投标人的资格，招标人可酌情要求任何投标人澄清其投标。投标人提交的任何澄清，如果不是对招标人的要求作出回应，将不被考虑。如果投标人未在招标人要求澄清的日期和时间内对其投标进行澄清，其投标可能会被拒绝。

To assist in the examination, evaluation, and comparison of the bids, and qualification of the Bidders, the Tenderee may, at its discretion, ask any Bidder for a clarification of its bid. Any clarification submitted by a Bidder that is not in response to a request by the Tenderee shall not be considered. If a Bidder does not provide clarifications of its bid by the date and time set in the Tenderee's request for clarification, its bid may be rejected.

6. 当投标人的报价明显高于或低于市场平均价格水平时，招标人有权根据相关法律法规和招标文件的规定保留全面评估所有投标价格的权利，以确保招标过程的公平、公正和合理性，并维护市场竞争的正常秩序。如果发现投标人的报价与市场价格水平严重偏离，可能对项目的顺利实施和经济性造成不利影响，招标人保留行使废标权利。本次招标限价为550,000.00美金。

When the Bidder's quotation is significantly higher or lower than the market average price level, the Tenderee has the right to comprehensively evaluate all bid prices in accordance with relevant laws and regulations and the provisions of the bidding documents, to ensure the fairness, impartiality, and rationality of the bidding process, and to maintain the normal order of market competition. If it is found that the Bidder's quotation deviates significantly from the market price level, which may have an adverse impact on the smooth implementation and economy of the project, the Tenderee reserves the right to cancel the bid.The limit price for this bidding is 550,000.00US Dollars.
