Brief specification description or basic overview of the project: Pipeline Relocation for the New Road Construction Project of Kenzhou Road (from Zhonggang Shuizha Road to Zhengbo South Road) in Fengxian Park of Lingang New Area
This construction project is located in the southwest of Lingang Fengxian Park, starting from Zhonggang Shuizha Road in the west and ending at Zhengbo South Road in the east. The planned grade of the road is an urban secondary trunk road, with a design speed of 40 kilometers per hour, a red line width of 32 meters, and a total length of approximately 1.47 kilometers. For details, please refer to the attached bill of quantities and construction drawings.

(b)Qualification requirements to be met to implement government procurement policies: (1) Policies for supporting small and medium-sized enterprises: This project is specifically for procurement from small and medium-sized enterprises (with overall reservation). During the evaluation, products from small and micro enterprises shall not enjoy price discounts.
(2) Welfare-oriented units for the disabled shall be treated as small and micro enterprises.
(c)本项目的特定资格要求：1）供应商必须是中国境内注册的独立法人、其他组织；
2）投标人应具有行业主管部门颁发的市政公用工程施工总承包三级及以上资质，并在人员、设备、财务等方面具有相应的施工能力；
3）具有在有效的安全生产许可证；
4）拟派项目负责人：拟派注册建造师需具备市政公用工程专业二级（及以上）注册建造师执业资格，同时具备有效的安全生产考核合格证书。以上项目负责人以在****点击查看**管理委员会网站上查询为准，在册且无在建项目记录（同一工程相邻分段发包或分期施工的除外，拟派项目经理在招标投标文件递交时不得调整，不得有在建项目。投标文件中需提交投标截止日前3个工作日内打印的注册建造师《投标项目负责人基本情况表》（通过**市建设市场信息服务平台https：//ciac.****点击查看.cn/查询、截图）。
(c)Specific qualification requirements for this program: Suppliers must be independent legal persons or other organizations registered in China.
Bidders shall hold Grade III or higher municipal public works general contracting qualification (issued by competent authorities) and have corresponding capabilities in personnel, equipment and finance.
Possess a valid safety production license.
Proposed project leader: Hold Class II or higher municipal public works registered constructor qualification and valid safety production certificate; verifiable on Shanghai Housing and Urban-Rural Development Committee website, registered with no ongoing projects (except adjacent/phased same project). Leader cannot be adjusted when submitting bids. Bidding documents must include Basic Information Form of Bidding Project Leader (inquired/screenshotted via https://ciac.****点击查看.cn/ within 3 working days before bid deadline).
